As mobile phones have become the dominant means of voice communication, governments around the world are trying to determine how to process an ever-increasing number of emergency mobile phone calls.

According to the United States Federal Communication Commission (FCC), of the 200 million calls made to 9-1-1 during 2007, more than one third came from a mobile phone. In some communities, it was as high as one half.
