The need for Enhanced 911
Service
In the early 1990s, as mobile phone usage began
to increase, emergency service providers in the
United States realized that many of the people
who dialed 911 from wireless phones were unable
to accurately describe their location —
resulting in a delayed response.
In response to this growing problem, the Federal
Communications Commission issued the Enhanced
911, or E-911
mandate, requiring wireless carriers to implement
technology that automatically locates wireless
callers. TruePosition developed its wireless location
solutions to help U.S. wireless carriers including rural carriers fulfill
the mandate.
Exceeding Phase II of the E-911
Mandate Phase II of the E-911 mandate
requires that network-based wireless location
systems locate 67% of calls within 100 meters
and 95% of calls within 300 meters. TruePosition’s
Uplink Time Difference of Arrival (U-TDOA) wireless
location technology has exceeded these requirements
in extensive deployments conducted in varied environments
and with multiple air interfaces. Today, TruePosition’s E-911 wireless technology is being deployed nationwide in the

TruePosition is best known for our high-accuracy U-TDOA (Uplink Time Difference of Arrival) technology. The U-TDOA system uses timing data from as little as three and as many as 50 receiving antennas, enabling the highest accuracy for a network-based system. In addition, because it is completely network-based, U-TDOA works with all mobile phones. Each TruePosition U-TDOA Location Measurement Unit (LMU) includes six RF receivers — that is three-times what alternative TDOA location systems use. This results in superior memory and processing power to calculate locations quickly and accurately. Unlike GPS, U-TDOA works well in all kinds of conditions, from outlying rural areas, to inside dense buildings, to mountainous areas, to cities with tall buildings. In addition, our technology is compliant with all major air interfaces and is the only network-based technology that exceeds the FCC Phase II accuracy requirements for public safety.
