Enhanced 911

Enhancing Safety with Wireless Location.

When a cell phone user is in an emergency situation and dials 911, there is little room for error. They need to be accurately located regardless of their environment or the mobile phone that they are using.

Today, TruePosition’s wireless location technology is being deployed nationwide in the Cingular Wireless and T-Mobile networks as well as several regional networks. TruePosition's Enhanced 911 solution exceeds the FCC’s E-911 Phase II accuracy requirements. Not only that, the E-911 works consistently, in all environments and with all cell phones. In addition, AT&T's 911 solution and T-Mobile's 911 Solution provides a platform for a wide range of applications for public and personal safety.

Public Safety Applications - Enhanced 911

  • The TruePosition Enhanced 911 solution ensures FCC Phase II Compliance in virtually any environment
  • Any phone, anywhere: including indoors and in cities with tall buildings; TruePosition's E-911 solution is able to locate any current or future cell phone on the market able to locate any current or future cell phone on the market
  • E9-1-1 is being deployed nationwide in the U.S. with large and small wireless operators including: Cingular Wireless, T-Mobile, Viaero Wireless, and Iowa Wireless
  • TruePosition enables a wide range of public and personal safety applications beyond E-911 such as personal security or medical alerts, child tracking, lone worker management, crash or stolen vehicle notification or bulk emergency alerts

The need for Enhanced 911 Service

In the early 1990s, as mobile phone usage began to increase, emergency service providers in the United States realized that many of the people who dialed 911 from wireless phones were unable to accurately describe their location — resulting in a delayed response.

In response to this growing problem, the Federal Communications Commission issued the Enhanced 911, or E-911 mandate, requiring wireless carriers to implement technology that automatically locates wireless callers. TruePosition developed its wireless location solutions to help U.S. wireless carriers including rural carriers fulfill the mandate.

Exceeding Phase II of the E-911 Mandate

Phase II of the E-911 mandate requires that network-based wireless location systems locate 67% of calls within 100 meters and 95% of calls within 300 meters. TruePosition’s Uplink Time Difference of Arrival (U-TDOA) wireless location technology has exceeded these requirements in extensive deployments conducted in varied environments and with multiple air interfaces. Today, TruePosition’s E-911 wireless technology is being deployed nationwide in the Cingular Wireless and T-Mobile networks. TruePosition and the wireless operators are providing life-saving location information which is available to millions of users across the United States. In addition, the Enhanced 911 technology is being deployed by smaller rural carriers like Viaero Wireless and Iowa Wireless.

E-911 - Enabling Public and Personal Safety Applications

Due to the potentially grave nature of safety-related services, it is absolutely critical to be able to accurately locate the caller every time they need assistance. TruePosition’s E-911 FCC Phase II compliant technology not only meets the FCC’s location accuracy requirements, but also works everywhere including indoors and dense urban environments. In addition, TruePosition's E-911 technology extends these safety-enhancing benefits to all wireless users — able to locate any current or future cell phone on the market.

  • Exceeds E-911 Phase II FCC Mandate and accuracy requirements
  • Works consistently in urban, suburban, and rural environments
  • Locates all current and future wireless phones without modification
  • Works with all wireless networks: AMPS, CDMA, TDMA, and GSM
  • Effectively supports E-911 and a wide range of additional safety services

These and other functional advantages allow TruePosition’s wireless location solutions to enable a wide range of public and personal safety applications beyond E-911 such as:

  • Personal security or medical alerts
  • Lone worker management
  • Crash or stolen vehicle notification
  • Child tracking
  • Bulk emergency alerts

E-911 Solution for Rural Carriers

Now, rural carriers like yours can benefit from the same kind of profitable opportunities as the large national carriers — with wireless location solutions scaled to meet your needs and your budget. TruePosition understands the special and unique relationship you have with your subscribers.

Unlike the large national carriers, your customers are also your neighbors and friends. This can bring a whole new dimension to satisfying the FCC’s Enhanced-911 (or E-911) mandate. We also understand the distinct deployment challenges rural operators face, such as being able to pinpoint emergency callers and accurately deploy appropriate emergency services in an area with low cell-site density. The TruePosition solution will not only help you do your part to protect the public, but it can also provide you with opportunities to increase your Average Revenue Per Unit (ARPU).

By investing in TruePosition location technology today, you can meet the Phase II performance requirements of the FCC’s E-911 mandate sooner rather than later. This of course not only ensures public safety, but it also ensures that emergency resources can be deployed efficiently to protect limited budgets.

Now, for the first time, rural carriers can apply the same high-level location solutions as the national wireless carriers — all without the enormous upfront capital investment and one-size-fits-all mentality. TruePosition has designed a scalable, end-to-end location solution for the rural carrier market that addresses the specific challenges of the rural operator community, without sacrificing performance or quality of service. We work with you one-on-one to ensure all your specific needs are met and that you get the most appropriate solution for your budget.

TruePosition is best known for our high-accuracy U-TDOA (Uplink Time Difference of Arrival) technology. The U-TDOA system uses timing data from as little as three and as many as 50 receiving antennas, enabling the highest accuracy for a network-based system. In addition, because it is completely network-based, U-TDOA works with all mobile phones. Each TruePosition U-TDOA Location Measurement Unit (LMU) includes six RF receivers — that is three-times what alternative TDOA location systems use. This results in superior memory and processing power to calculate locations quickly and accurately. Unlike GPS, U-TDOA works well in all kinds of conditions, from outlying rural areas, to inside dense buildings, to mountainous areas, to cities with tall buildings. In addition, our technology is compliant with all major air interfaces and is the only network-based technology that exceeds the FCC Phase II accuracy requirements for public safety. Of course, one size does not fit all. Your needs in your rural area are not the same as someone else’s. That is why we’re the only company that offers a full suite of location-based technologies, including U-TDOA, AOA, E-CID, and A-GPS. Both reliable and robust, these technologies can be used individually or combined to meet the needs of your specific market or environment, making your location system both scalable and “future-proof.” We work with you to determine the best strategy and solution, while meeting the quality of service requirements in the most cost-effective hybrid approach. The more accurate your technology, the better services and higher-end applications you can offer your customers, which results in better experiences for them and attractive revenue streams for you.

Emergency Messaging Systems

Emergency messaging systems, sometimes referred to as Reverse 911, can be used as an effective way to send a location-specific message to a number of people in an Area of Interest (AOI). With TruePosition’s location technology, commercial businesses, colleges and universities, and government organizations can improve safety and security through better communication,
